Jacksonville Beach has a City Manager form of government. The elected Council is the
legislative branch, and the appointed Manager administers the business of the city. The
City also has an elected Mayor and City Clerk.
MAYOR
The Mayor has all the powers and functions of a Council member, including voting. He
chairs the Council, represents the City at ceremonial functions and executes documents to
which the City is a party.
CITY MANAGER
The City Manager is Chief Executive and Administrative Officer of the City.
Sources of Revenue
The City receives funds from ad valorem taxes, utilities, garbage collection,
cigarette tax, telephone taxes, franchises, golf course revenue, sale of cemetery lots,
parking lots, licenses, fines, fees, and federal and state revenue sharing funds.
Elections
Voters must meet all the qualifications for state and county voters. The Duval
County Supervisor of Elections is Supervisor of Elections for Jacksonville Beach.
